Cross-border employment infrastructure
The legal and operational layer for your China team.
We hire, pay, and run your team on the ground in China — through our Hong Kong–headquartered group and its wholly owned Chinese subsidiary. You focus on the work; we hold the local infrastructure.
What we handle
A single point of accountability for your team in China.
Instead of stitching together a recruiter, a payroll provider, a labor lawyer, and a freelance ops contact — one engagement, one bill, one team.
Hiring
Sourcing, screening, and placement against your role specifications. We focus on candidates with prior exposure to foreign-led companies.
HR
Contracts, onboarding, day-to-day people operations, performance, leave, and offboarding — under local employment norms.
Payroll
Local payroll processing, statutory contributions, reimbursements, and monthly reporting in a format your finance team can reconcile.
Compliance
Employment law, social insurance, tax filings, and adjustments as regulations change. We surface what you need to know, when you need to know it.
Operations support
Office, vendor management, banking touchpoints, and the unwritten parts of running a team on the ground.
How it works
Built like an in-house team, billed like a service.
01 — Scoping
We start with a short conversation about what you're trying to build, the roles you need, your timeline, and what "good" looks like for the team a year in. From this we draft a working scope and a budget envelope.
02 — Onboarding
We open the local employment relationships, set up payroll, align contracts with your IP and confidentiality requirements, and integrate reporting into the systems your finance team already uses.
03 — Operating
Monthly payroll, statutory filings, HR support for the team, and a single point of contact on our side for anything that comes up. We flag regulatory changes that affect you before they bite.
About
Built from running our own teams.
Incles Partners is a privately held, Hong Kong–headquartered group. Our wholly owned Chinese subsidiary holds the on-the-ground employment relationships, the local team, and the operating fabric that makes a foreign-led organization work inside China.
The group originally built this infrastructure for its own cross-border operations. We have spent years inside the same problems our clients are about to face — work permits, payroll disputes, social insurance audits, tax filings, the gap between what a labor contract says and what it means in practice.
We extend that infrastructure to a small number of external companies whose plans we understand and whose teams we believe we can run well.
Who it's for
Foreign-led teams placing their first feet on the ground.
